The Custodians are not a clan. They answer to no Arconte and do not compete for territories.
They control trade, knowledge and time. In the Wasteland, that is more power than any army.
Trade and currency
They regulate routes, exchanges and the value of what circulates. Nothing moves without them knowing. What they cannot measure does not exist.
Knowledge and time
They decide what is remembered and what disappears. They maintain the calendar of the Wasteland. To control time is to control order.
Hierarchy
The order does not reveal itself entirely. But its structure is clear to those who know it.
